Originally from Carrigtwohill / Midleton Co. Cork, Clara holds a First Class Honours degree in Government and Public Policy [GPP], as well as a First Class Honours Masters in Planning and Sustainable Development [MPlan] from University College Cork. Having worked for some time for the Department of An Taoiseach in Dublin, Clara returned to Cork and since then, has worked on a wide variety of planning projects. Clara’s particular interests relate to planning policy and development and she has worked on a number of high level projects aimed at affecting planning policy. Recently, Clara delivered a paper at the Irish Planning Institutes National Conference entitled: ”A Review of Ireland’s Core Strategy Provision and the Prospects for Reform.”
Clara has also worked on a number of enforcement cases, commercial, residential, retention and change of use planning applications. Clara has a particular interest in the area of policy, placemaking, urban regeneration and masterplanning. Recently, her work on the Blackpool Village Regeneration Strategy has produced a wide range of measures for the future development of the area. Prior to setting up Butler O’Neill, Clara worked as a graduate planner at the Centre for Planning Education and Research [CPER], University College Cork. She contributes to the research team of the CPER, particularly in relation to advancing proposals for Cork Metropolitan Area and revised governance in the Cork Region. Clara has obtained experience in the provision of consultancy services to the private sector in the fields of city and town centre regeneration, masterplanning, plan-making, strategic business advice, advocacy and engagement. She has expertise and experience in research, business and planning fields.
Clara is a full Corporate Member of the Irish Planning Institute and a Licentiate Member of the Royal Town Planning Institute and in the process of obtaining full Corporate Membership.
